Congress never intended for EPA to use the Clean Air Act to regulate carbon dioxide. Even the Act’s author has called the CAA the wrong tool for the job—predicting that the resulting regulation would be a "glorious mess." Our job at the electric cooperative is to keep your electricity bill affordable.
